First Coast Commuter Rail is a proposed passenger rail service between downtown Jacksonville and downtown St. Augustine, with additional stops at Avenues Walk and Racetrack Road. The Jacksonville Regional Transportation Center (JRTC) at LaVilla is proposed as the First Coast Commuter Rail terminus.
The JRTC Rail Terminal Project Development supports the development of regional rail in Northeast Florida by completing planning and environmental review for a rail terminal adjacent to the JRTC. The project involves coordinating with the Federal Transit Administration to complete Project Development and Environment (PD&E) and National Environmental Policy Act (NEPA) analysis and documentation. Project deliverables include 30% design plans for the track and associated infrastructure, commitments on the right-of-way required for the station, and capital cost estimates.
